Individualized System for Supporting Afterschool Programs (ISS-AP)

Request for Proposals for Afterschool Coaches

Individuals with significant expertise in areas related to afterschool are invited to apply to become coaches with the Individualized System for Supporting Afterschool Programs (ISS-AP).  ISS-AP is a newly formed entity, created in partnership with the Vermont Center for Afterschool Excellence and funded by the Vermont Department of Education, to provide consultation services, technical assistance, and professional development opportunities to afterschool programs throughout the state of Vermont.  The purpose of ISS-AP is to create systemic change within afterschool programs for continued growth.

Click here for the complete RFP for Afterschool Coaches.  Proposals for ISS-AP coaches are due July 31, 2009.  Questions regarding the RFP, or general questions regarding ISS-AP services, should be directed to Lynne Feal-Staub or Holly Morehouse (contact information below).

Legislative Update

At the close of the 2009 legislative session, two pieces of legislation affecting 21C programs were acted upon.  H.427 Miscellaneous Amendments to Education Law was passed by both the House and Senate, and the governor has allowed H.427 to pass into law without his signature.   Two areas within H.427 directly impact 21C programs.

  • 21st Century Community Learning Centers that do not choose to participate in the child care subsidy program are exempt from the requirement of holding a child care facility license.
  • Financial support for 21st Century Community Learning Centers within school budgets is exempt from the calculation for determining whether a school budget is presented as a divided question (two-vote).  Unfortunately, the exemption for 21st CCLC funding from the excess spending threshold calculation was cut from the bill while being reviewed in the Senate.

If you did not attend the Afterschool Breakfast on April 2nd, a resolution celebrating the success of the education-based after-school programs in Vermont was read on the floor of the House.
