Fee structures and the recession: In more than one conversation this month, it appears that there is a theme that when charges go over $3 for programming in a day in higher poverty areas, attendance of the most needy kids can or is declining, sometimes at alarming rates. It is crucial to remember that by accepting 21C dollars, "we will not turn away anyone for lack of money." Is the $3 amount a cut point that many needy families cannot afford? In two cases, going to $5 had a seriously negative impact. In the conference call this topic came up again. Another hypothesis put forward based on data in Cal. North is that it is not the $5 people who are being cut out, but it is the $1 people who are most vunerable in this recession. Another question that came up is how successful is it to charge a kind of general entrance fee versus a fee for service model of payment?
